Deomali CHC all set to be handed over to VHAI

KHONSA, July 9: The Community Health Centre at Deomali which has been beset with a plethora of problems like shortage of medicines, Doctors etc. is now all set to be taken over by the Voluntary Health Association of India. There has been overwhelming support from the general public of the area for the positive move initiated by the state government. In this context a meeting presided over by the SDO, Deomali, G.C.Deori was held at Rangsom Hum at Deomali on 8th July ’09 in which a MoU was signed by the government and VHAI officials which would be reviewed after two years.

Speaking on the occasion, local MLA, Wangki Lowang lauded the initiative of the Chief Minister and Health Minister for handing over the CHC to VHAI as the CHC was plagued by numerous problems and asked the people to hail the bold step of the government which is in the greater interest of the people of the area. He said that the people must be willing and ready to accept the innovative and beneficial steps of the government and rubbished the wild allegations leveled against him for handing over the CHC to the NGO by a few vested interest group as baseless, unfounded and uncalled for and called these groups anti-development. The MLA told the huge cheering crowd that Deomali CHC was selected from among many Health Centers for which the people must consider themselves fortunate. He reiterated that he would continue to render his service as the people’s elected representative with missionary zeal and innovative ideas adding that  interest and well-being of the general public would always be considered above people with vested interest. While participating in the deliberation, Wangpha Lowang, Ex-Minister and Ex-MP who is highly respected by all people, whole heartedly supported the government’s move to handover the CHC to the NGO and asked the people to appreciate it as it is in their interest. He further said that performance of the NGO would be reviewed after two years and asked the citizens to closely monitor its functioning instead of making hues and cries before the NGO has actually started functioning.

The SDO while winding up the proceedings, asked the people to understand the huge benefits they would get from the step taken by the government and cautioned them against reacting emotionally for no reason whatsoever. Appealing to the people who have a misguided concept of the noble intention of the government not to create any hindrances, the SDO told them to realize the untold sufferings and difficulties they had faced before at the CHC as it failed to deliver the goods. Earlier, the Director of Rural Health Mission and former Deputy Commissioner of Tirap, Talem Tapok threw light on the immense benefit the people would enjoy and technicalities involved in handing over the CHC to VHAI and added that the decision was taken after a careful consideration and threadbare discussion at the highest level in the interest of the people of Deomali. He also clarified all the doubts and queries posed by the participants.

The DMO, Dr. Ronya and DRCHO, Dr. Perme who also participated in the proceedings clarified all the misunderstandings on technicalities involved while handing over to the NGO. The Senior Manager of VHAI asked the people to remove all apprehensions adding that VHAI was working in all parts of India with great success. He asked the people to cooperate and assured the best possible services from the NGO’s side and added that a de-addiction unit would be opened shortly. It may be added here that overwhelming majority of the participants including chiefs, GBs, Panchayat leaders and intelligentsia supported the governments move and thanked the Chief Minister, Dorjee Khandu, Health Minister, C.C.Singpho and the local MLA, Wangki Lowang for the gesture.

It is needless to say that Deomali CHC is the first to be taken over by an NGO as only PHC’s have been taken up as of now. It is good news for the people of Deomali that proposal is on the anvil to convert Deomali CHC to first Referral unit wherein all minimum Specialists like Surgery, Pediatrics, and Gynecology and so on and so forth would man the CHC. It may also be mentioned that Voluntary Health Association of India is an internationally acclaimed NGO with proven track records.

All pros and cons on handing over the CHC to the NGO were discussed in a cordial and friendly atmosphere and after a threadbare discussion it was decided unanimously to handover the CHC to VHAI tentatively on 20th July ’09. The Circle Officer of Soha, Yirang also attended the meeting. In the meantime D. Bosai, DIPRO who belongs to the area and who has always been vocal in his observation of the fallacies and ills afflicting the society said that the onerous onus of awaking the people from the slough of despondency was on the educated youth who must lead the innocent people with a profound sense of purpose and proper direction adding that no attempt should ever be made by them to mislead the villagers by giving them false hopes and wrong information. He further added that matters concerning the health and education of the people must be kept at a safe distance from the murky world of politics as playing politics with these vital sectors will undoubtedly jeopardize the future of our children and our society as a whole. Congratulations to talented upcoming footballers

Madam,

Through the columns of your esteemed daily, I would like to extend my congratulations to my students, namely, Nayammar Loyi and Techi Tassar of Naharlagun for their selection in junior teams of Air India and Hindustan Aeronautic Limited (HAL).

Actually, both the students went to Fatorda, Goa to play U-21 National Championship, representing our state last month under my supervision. The technical officials there spotted both of them for trial. Right now, they are undergoing regular training under their respective club.

Further, I also congratulate my students Kipa Bharat and Taying Juna for clearing entrance examination in National Institute of Sports (NIS), SAI, Kolkata, for specialization in football coaching (diploma). They will definitely inspire others to take up sports in true spirit. We hope our boys will feature in I-League very soon.

Declare interview results

Madam,

Through the columns of your esteemed daily, we would like to draw the kind attention of the director of school education and other concerned heads of the department regarding the delay in declaration of the  final results of the  viva voce held almost two months back for the posts of senior teacher, lab assistant and agri demonstrator.

Other departments who conducted viva voce much later than the education department had declared the results within a week. Such delay in the declaration of results is creating confusion and doubt about the selection process among the candidates and the general public.

Therefore, we request the concerned heads of the department to declare the results at the earliest as possible without further delay.

Yours,

Pachang Miji

How soon is very soon?

Madam,

During his last visit to Seppa, Lt Gen (rtd) S K Singh, the former Governor of the state, peeved by the slow progress of the 3-MW Pacha micro hydel project, remarked that in 15 years time even a Taj Mahal could have been built but the said project. When asked to explain the reason for delaying the commission of the project, the Hydropower department's officer assured that the project would be "very soon" commissioned and "it's in its final stage".

Every year during the Zilla parishad meeting, the department officials repeated the one-liner assurance "we will commission it by March next year." Since the then Governor's `Taj Mahal’ remark many Marchs have come and gone (a period sufficient to construct another Taj Mahal in machine age), the project is always "in final stage" or "very soon" to be commissioned.

What was holding back public's anger being directed against the department till recently is the 1 something MW of power being drawn from Khuppi, thanks to the NEEPCO. But, of late, public's patience is running out. The famous 'Khuppi line' is erratic and unsustainable. It's been almost three months since the town dwellers ever remember having power supply for one consecutive week. The diesel generators, which once used to be the Mr dependable of the township, are silent and groping in the darkness. The reason, apparently, is the Rs 50 lakh pending bill due to a supplier.

With the onset of southeast Monsoon, dark clouds hovering in the horizon reduced solar powered lamps as useless junks. Kerosene oil for private generators is not available due to frequent monsoon ¬related road blockades. However, Kerosene is openly and illegally sold at daily markets in empty soft drink bottles at an extortionate rate of Rs 60 per litre. While the concerned department is blaming the government and NEEPCO for this mess, general public are on tenterhooks and misery. Recently there were two reported cases of suicide. Probably, it could be remotely linked to power problems; sociologist should do a research on it. In many instances, darkness and hotness aggravate stress.

The one and only running Kochi mini hydel project located at ALC line Seppa is without any mai-baap. None of the staff or official of Hydropower Department is posted at Seppa to look after the machines. One Junior Engineer entrusted for the job is stationed at 150 km away at Bhalukpong. The Executive Engineer is seen at Seppa once in blue moon; sometime, even the blue moon misses him.

Coming back to the 3-MW Pacha MHP, the department's official’s reason that Seppa township does not have capacity to consume 1.5 MW at a time and the turbines would shut down if consumption is below 1.5 MW or the laying of grids upto the designated sub-station located at Wessang is not complete. Pretexts after pretexts, there is no end to darkness of Seppa town.

While the people have already patiently waited for two decades for the Pacha MHEP to complete, for further how many decades the people need to wait to see the darned project commissioned? There is no dearth of fund. Only thing lacking is good intention on part of the authority. Most of high-ranking officials posted in the district are outsiders. It seems their only intention is to make money and why not, as they are brought here by political leaders who want these officers to be their pet stooges or with more respectfully- chamchas.

Hence, we very often see these chamchas running for cover when rumours of their transfer do a bit of round. Our political leaders should understand that it is better to have a sincere and unwavering officer than a time-tested faithful chamcha for the development of this district.

A sincere advice for the department: do not perpetually test the patience of the poor people or underestimate their strength. The government from the level of the Governor, Chief Minister or Chief Secretary of the state should intervene. Having changed our nomenclature from Dafla to Nyishi is not enough to develop the people and the place without these basic requirements like Power, Road, Health and Education. Are the NES and ANSU listening? Come on, it's time to say enough is enough.

Yours,

Loga Tallang

Chayangtajo crying for development

Madam,

The East Kameng district was carved out of erstwhile greater Kameng district and created in 1985 with a view to bring speedy development and the administration to the door step of the people.

No doubt, the administration was brought at the door step of the people, but the people are yet deprived of proper development.

Previously, the district had only two assembly segments. Now, with the increase in the population, more segments were created to represent them properly. There are five assembly segments now, namely, Seppa (East), Seppa (West), Bameng, Pakke-Kessang and Chayangtajo. Regrettably, with the increase in the representatives, a separate class of people known as supporters/followers of their respective leader, appeared to reap the benefit. But the grass root level people, who do not know politics, remained as they were in 30 years ago.

The whole district is in dire need of proper road communication, supply of essential commodities and electricity, but here my focal point is Chayang Tajo.

Chayang Tajo, the sub divisional headquarter situated at a beautiful mystique landscape  surrounded  by lash green hilly terrain all around is really not less than a heaven on the earth. But who will lend his/her ear to hear the silent grumble of this heavenly place?

Sub-division is there but without infrastructure. Electricity is there but for 2/3 hours only, There is Community Health Centre but no proper hospital staff and live saving drugs. If one’s relative is suffering from serious ailment, no other option but to pray to Almighty.

Govt servants are posted here, but they are doing their duties from Seppa on the pretext of lack of live able staff quarters, poor telecommunication facilities and improper road communication.

PDS is a nightmare for the commoners. Govt’s plan and programmes are implemented but in files only. People, representatives are representing whom? Many  people don’t know.

The people’s representatives have no vision in sight and mission in their heart at all.

The people are awaiting for someone to come, someone with missionary zeal  to lit up the light of vision in the hearts of the people.

This is time to awake the people from deep slumber to do something positive for their future generation. Someone has to take the lead to guide the people in right direction and bring smile to this beautiful landscape.

Yours,

Tara Bagang

President

Chayang Mission
